Customs Control Agency of Kazakhstan

Solution delivers real-time visibility across Kazakhstan’s 4000-mile trade lane

Rockville, MD. -- April 08, 2008 -- Hi-G-Tek (www.higtek.com), a leading developer of RFID sensing and control solutions for tracking high-value cargo and sensitive materials, provided its technology platform to Kazakhstani-based systems integrator, Science Technical Center (NTC) (www.ntc-nt.kz), to implement a cargo monitoring system for the Customs Control Agency (CCA) of Kazakhstan. NTC designed and installed a solution around Hi-G-Tek’s integrated radio frequency identification (RFID) cargo monitoring technology at several major Kazakhstani border checkpoints between China and Russia. The Automatic Delivery Control System (ADCS) is used by the CCA to secure the 4000-mile journey against black market theft, with the intent of increasing commercial cargo traffic and associated customs tariff revenues.

The CCA project utilizes a combination of Hi-G-Tek outdoor data readers, handheld readers, and reusable Hi-G-Locks to secure and track containers and trucks traveling through the country. The Hi-G-Locks secure container doors and have the capability to confirm loads electronically through a programmed cargo manifest. On-board sensors monitor the state of the container doors and provide automatic warnings of attempts to tamper with locks. This information is relayed via the reader network to NTC’s Management Software, an enterprise software package, which records the electronic manifest captured by the Hi-G-Tek RFID application during a truck’s entry into the country and provides real-time sensor information while the cargo is in transit, allowing Kazakhstani officials to act instantly should a security breach occur.

To expedite cargo traffic between China and points west, Kazakhstan understood that it needed to streamline the customs process, while securing the trade routes against black market theft to attract additional commercial traffic,” said Rashid Abderzakov, NTC-NP, General Manager. “After evaluating several RFID solutions, only Hi-G-Tek met the requirements set forth by the Customs Control Agency. With its advanced wireless trade lane security solutions, Hi-G-Tek and NTC were able to deliver a solution that has led to cargo-related crime reduction in the region, while increasing integrity within the customs process and increasing government revenue from tariffs. As a result, Kazakhstan intends to expand installation to include all customs posts throughout the country.”
